<p>For example, everybody IS singular, not everybody ARE singular.</p>

<p>What about this sentence.</p>

<p>Every tools is useless
or is is every tools are useless</p>

<p>In that case, it would be “every tool is useless” over either phrase you mentioned above.</p>

<p>Everyone/Everybody is always singular.
Every + noun (P or S) = is (S) or are (P)…</p>
