Is going to Rochester Institute of Technology good idea?

Currently, I'm a deaf 18 year old senior in high school. I'm interested in urban planning. I'm planning to go to NTID (National Technical Institute for the Deaf) which is one of the nine colleges of Rochester Institute of Technology for the first two years and will get an associate degree in Applied Liberal Arts. After that, I'm considering transferring to RIT for Urban and Community Studies BS. RIT is a very high level technical college which makes me wonder if I should go there for Liberal Arts.

2nd question, Is Environmental Sustainability Health, and Safety BS major worth it? In terms of post-graduation employment?

Thanks!
