I'm not set on a certain major, but I have certain ideas about what I'd like to study. Would it be better to declare a major than to say I'm undecided?

yes you should declare undecided if you don’t know what you want to pursue. It’s easier than changing your major later.

Same here. When I ask, I keep hearing it’s not bad.

I heard a statistic once that 60% of college applicants are undecided. The only time it can hurt you is if you apply to a university that has different admissions for different schools. My son applied undecided to SUNY Binghamton and UMD College Park, not realizing that both had separate admissions for the business school. Because he didn’t apply to the SUNY Bing business school he would never have gotten in-they basically don’t accept transfers unless they get a higher than expected drop out rate. UMD CP did allow him to change his application and apply to the business school, and he was accepted.
