Is it better to send SAT and ACT is SAT is a little lower(or a lot lower)?

well I did bad on my sat this time (2180 so SC is a 2210 now 690 CR :((((((( ).
I have a 34 ACT though. should i send both or just the ACT...and which will help my chances
