as opposed to a non-doctoral institution. Would undergrads at a non-doctoral institution receive more attention than those at a doctoral university? Thanks!

There isn’t really a correct answer to this question. In general, doctoral institutions will tend to have much more high-profile research and more accomplished faculty. However, there is likely to be a greater focus on research and graduate students, possibly at the expense of undergraduate instruction.

When comparing the top tier of schools I think this is entirely subjective. Further down the rankings my opinion is that research universities tend to drop off more slowly in the sense that even a lower-ranked RU will likely have respectable faculty and a decent reputation, while the same may not be true for the lower tiers of non-doctoral colleges.

The chief priority of research universities is advanced research. Surprised?

Now, figure it out.
