Is it hard to tranfer to America from Budapest

I want to study my bachelors in Budapest (specifically Budapest University of Technology and Economics) and then get into an American college for my masters and maybe PhD in Civil Engineering. Is it hard? Are Hungarian colleges well-regarded (or even normally regarded) in the eyes of the American higher education facilities? This is my ultimate plan and it matter greatly
