Keep in mind that I am in state for UNC Chapel Hill and Wake Forest, two schools i am very interested in for completing pre-med requirements. I want to attend a pre-med program that looks good to top medical schools, such as Harvard. Is it worth going to a school like Williams, Amherst, or Furman (Is there any advantage?) or should i stick to the in state schools that i mentioned. And this is kind of a separate question but does George Washington U have a top medical program?

What looks good to top medical schools is:

Pre-med course work at whatever college you attend.

High GPAs, both science GPA and overall GPA.

High MCAT scores.

Pre-med extracurriculars (shadowing, volunteering in medical context).

Research and/or internships which are medicine related.

LACs as a class are not necessarily better or worse for pre-med purposes; variation between schools (whether LAC or otherwise) can exist in some characteristics (e.g. convenience and accessibility of extracurriculars, research, and internships).

Because medical school is expensive, it would be a good idea to keep undergraduate costs down to avoid debt and save money to apply to medical school costs. Because many pre-meds are lucky to get one medical school admission, they may not have the choice to choose a lower cost medical school. All MD medical schools in the US are elite in terms of selectivity.

Wake Forest is private, so in-state or out-of-state should not matter for costs beyond transportation to the school.

Check the net price calculators at each school you are considering.
