I have gotten 2 letters and email regarding Stanford's pre-Collegiate summer program? Is it worth it? Or is it another one of these money making scams (eg Columbia U's summer program). Would it even be worth putting on my application?

Generally, only selective programs are especially helpful at selective schools. Ideally, apply to programs that are selective and free.

I don’t believe summer programs help that much on an application. Is it a good experience? Probably. Helpful on an application? Not much.

How selective is it?

It is not very selective. Stanford sends their pre-collegiate summer program brochures to a lot of high school students. I live in Michigan, and my friends who don’t have any chance of getting into Stanford have gotten those brochures. If you’re looking for college-app boosters, I don’t think it will be worth the cost. As far as an educational and enriching experience, I’m sure that it would be a good thing. I bet there are a lot of cool people there that you will meet.
