This is probably a question with a pretty obvious answer, but... is it? I'm really curious. It hadn't occurred to me that a lot of need-blind schools suddenly turn need-aware when drawing from their waitlists.

Unfortunately, it is need-aware.

did you get that from penn’s website?

would this apply to transfer waitlists too?

Well, it certainly might turn to being need-aware because they know many institutions have problems with money and ad com members are humans too. Yet even though they see that you are applying for aid on the application, they do not know how much aid you might get -It can range from several thousand to maybe the entire tuition, or maybe just a loan. To find out exactly they would definitely have to be in touch with the financial aid office or somehow retrieve the appropriate documents, and if they deliberately do it, then it means that they are lying about their “need-blind” policies. I did not see Upenn stating it anywhere that they were going to do this specifically to the waitlists. I just read online about a former upenn adcom member who said that “some” need blind schools stop being need blind because of money. I am very hopeful that Upenn is not one of those “some.”
