Is this question addressed to all schools within the Common App (it’s listed under supplemental materials), or should I be school-specific in answering this question?

I don’t know if that is a general common app question or a USC specific question - I can’t tell from your description and don’t have app handy. If it’s a USC supplemental question then obviously should address the USC. But if all schools see it and you are applying to more than one you should keep it broader. Perhaps another applicant can answer?

Describe how you plan to pursue your academic interests at USC. Please feel free to address your first- and second-choice major selections. (Approximately 250 words)
So I’m assuming THIS is the school-specific question and the other is meant to be more general, though I don’t want to underemphasize in my final presentation.
Agree with your assessment. First one is what transfer overall will do for you and what you will bring whereveryou go. If some things you mention are things that also fit USC then of course mention it there too. If there is a certain program or classes that jazz you and can describe how you will use them going forward that would be for the second question.
