is this scholarship opportunity a fraud?

<p>hi, i received a mail from the Educational Assisatnce Council from National Research and Processing Center Fourth Floor 3580 Wilshire Boulevard Los Angeles CA 90010-2501 saying that i can get a chance to recieve a scholarship.
in the mail there is a college aid application and a form for me to fill out.
it is also stamped at the top "URGENT: propriety student application". it also costs $49.95 for the processing fee.</p>

<p>is this a real scholarship opportunity? or a fraud. right now, im not sure if i should apply for this. </p>

<p>I figure that a good rule of thumb is that one should never have to pay money to apply for a scholarship. That is all I have heard for a long time.</p>

<p>If they ask for you to pay for a scholarship (basically an oxymoron), it's definitely a scam. Don't send them anything.</p>
