i read an article that said debate team captains, according to a Wall Street Journal survey, had their chances increased 60% amongst other students in college applicant pools...
is this legit?
if not, how will being debate team captain look on the application?

Can you post the article, that's very hard to believe. There are a wide range of skills and ability among "debate captains."

State and national award winners have a 22% to 30% higher acceptance rate at top tier colleges and being captain of the debate team improved an applicants chances by more than 60% compared with the rest of the pool, according to the report. This is significantly better than other extracurricular activities that tend to recruit from the same pool of students as forensic teams such as school newspaper reporter (+3%), sports team captain (+5%), class president (+5), and band (+3). Even without winning major awards, participation in speech and debate develops valuable skills that colleges are seeking out and that is reflected in the above average acceptance rate (4%). Colleges and universities today are looking for articulate thinkers and communicators who will become active citizens and leaders of tomorrow.

Well, if you are a state and national level debater, that's obviously a huge deal. If you are "just" (I say "just" because in any other context, it will still be great) the captain of your school's good but not amazing team, I don't think that that will be a greater hook than being the captain/president of any other similar club/group/team.

I would suspect that there happens to be some sort of correlation with being a debate team captain and some other attractive skill (good writer, articulate, harder worker on average, something like that) that leads to debate team captains having a higher acceptance rate, but I really doubt that it is solely being a debate captain.

YES!!!!!!!!!!!!!!!!. I'm decent a debater.....

^ advantagious just made an excellent point.
