Yes, EDII is binding at any school that offers it.
That is the entire point of ED.
From the Washington U web site:
“if you are admitted to WashU, you must withdraw applications filed at other colleges and universities.”
“Your Early Decision application is a binding commitment that you will attend WashU if admitted.”
To me this seems from their web site to apply to ED2 just as much as ED. I would not apply ED or ED2 unless the net price calculator suggests that Washington U will be affordable for you, or you are fine with being full pay. Don’t forget to factor in inflation, and to keep in mind the possibility of graduate school (it this possibility might apply to you) that of course might imply additional expense.

Any ED, whether I or II, is binding.
The only escape is if you applied for financial aid and the offer is insufficient to support attendance; you then say thanks but no thanks and move on.
It’s a lot more than this. You can’t just decline and move on. You have to be released from the ED contract. Otherwise your HS won’t release your final transcripts to a different college.
So the college decides not to release you, you’re forced to attend, then you’re expelled when you can’t pay the bill? I don’t think so. From the ED agreement (https://professionals.collegeboard.org/guidance/applications/ethics): “Should a student who applies for financial aid not be offered an award that makes attendance possible, the student may decline the offer of admission and be released from the Early Decision commitment.”
Release is automatic.
