Issues with Extracurriculars

I'm working on the UC application, and I've noticed that there is an extracurriculars section requiring you to input the time you devoted to that activity. Unfortunately, I have not been able to do so, having the responsibility to balance schoolwork and community service. I do have extensive community service experience (over 200 hours), but I'm wondering if that would compensate for the lacking commitment to extracurriculars.

Having said that, I have been a member in CSF (California Scholarship Federation) for both semesters junior year, but I actually haven't attended any events. In order to become a CSF member, however, one must maintain satisfactory grades (no C's) and re-apply every semester.

Furthermore, since I haven't been able to participate in any extracurriculars last (junior) year due to the overwhelming pressures of rigorous schoolwork and studying to do for my AP classes, I have decided to be more active this (senior) year. I have become a member of the Key Club and the Tutoring Club this year but yet to participate in any of the events.

Does this mean I have nothing to list in my extracurriculars?

I would really appreciate an answer ASAP.
