<p>What you are speaking of is probably a mutation of the now defunct system where the Ivies+MIT conferred on FA decisions several decades ago -- so as to not get into a bidding contest. This was successfully challenged in the courts as collusion and anti-trust issues. Do a wikipedia or google on this and I'm sure you'll find it.</p>
