Ivy League PhD Chances in CS

Hello,
I have just graduated with a B.S. in Chemistry from the Catholic University of America. During this time I took several computer science classes as well as spending 1.5 years as an Electrical Engineering major. I have taught myself most of my computer programming knowledge. My question is "How can I get into a PhD in computer science?" Also, "What are my chances of going to the ivy league or even a top ranked computer science graduate program?"

My academic stats:

GPA: 3.52
GRE: 600 verb 780 math
Work Experience: 1 year at the NIH in which I was essentially a programmer. (2 published papers).
Can I even apply to CS PhD's?

Thank You.
