<p>It is volcano. This shouldn't be overthought. It's all about distance affecting somewhere far away. Hence the passage talks about how small black holes are in galaxies and can alter the state of something far away. It is just the distance thing, not if it helps or hurts something, since the passage never really states anything about that.</p>
<p>Yeah, but it also talks about how black holes destroy things, but also help to create stars. Similarly, overfishing destroys some animals, but lets othes flourish. I wasn't really sure when I made my choice, but I'm pretty confident now.</p>
<p>The point of the passage was the emphasize the surprising range black holes have. Therefore, volcanos affecting other planets would be a good answer.</p>
