<p>Spain probably was not one of the 5 members. if spain was one of the first 5 members, then i dont think the answer is winners of WWII since spain didn't participate in WWII.</p>

<p>Vin09: That's Machiavelli. He wrote the Prince. Disputed over where a ruler should be feared or loved. He said it was better to be feared (ends justify the means).</p>
