Well, I'm facing the decision between taking a forth year of Spanish, or taking a 3rd year of band. I'm just wondering, is four years of foreign language really that important? UCs (which I'm aiming for) only recommended up to 3 years. Would I be better off to continue band? Since I don't plan on majoring language or liberal art anyways?

imo language is more important than band. no one really cares that you took band for years unless you're going into music. this is my opinion.

Well, there's more to it than that. Are you just taking a 4th year of Spanish, or will it be AP Spanish, in which case you could possible get college credit. If you are interested in International Business, Finance and many other majors, the language would stand you in good stead. It would help you in Study Abroad applications, job apps. etc.

Now, if you love your instrument, and go beyond just "being in band", I would stick with the instrument. Is there a chance that you would be a drum major or section leader, or take your band interest to a higher level in any way? Maybe doing a community service related music project.
