<p>The deadline is October 15, 2009. I am just wondering if that means register before that date or register before the 16th so does it mean:</p>

b) 15th 11:59 PM</p>
<p>can someone tell me which one it is because I was going to talk to my counselor before I register but if I need to register by tonight I can't do that.</p>
