You can but I wouldn’t do this as a means to immigrate to Canada.

Since you’re not even in undergrad yet, I wouldn’t be worrying about law school. Choose an undergrad major that you will enjoy studying. You’ve mentioned international law, and now architecture. Decide which would interest you enough that you would work hard and get good grades. Get involved in ECs, develop good relationships with a couple of profs so that you can ask for LORs, when you’re in third year of undergrad prep well for the LSAT, and then seriously look at law school if you are still interested. Canadian law schools will require pretty much a B+/A- average for admission.
I would be hesitant to do an undergrad degree outside of Canada or the US if you want to go to law school in one of those countries.
If you are serious about law school, do a major that you enjoy that will also help you become proficient in writing and/or logic.
There’s only a couple of Canadian law schools whose average GPA is in the B+ range. The rest are in the A to A+ range. http://www.oxfordseminars.ca/LSAT/lsat_profiles.php Keep in mind that the GPAs on the chart are on the 4.0 scale.
