legacy grades? penn

I need to know what my chances of attending Penn are.

My freshman and sophmore year I did extremely well in school.
I moved half way through my sophmore year though and by the time my junior year came around I was having some really hard problems at home, almost to the point of dropping out. I had a 3.8 until that point and even after failing the last quarter of my junior year i still have a 3.0. I moved out of my house over the summer, with my grandparents supporting me. My senior year, I have extremely high grades. I got a 31 on my ACT. I have a glowing letter of recommendation from my former counselor, explaining my junior year. I also have letters from my former boss and my former doctor, explaining my interest in medicine and my desire to become a doctor myself. I am well rounded, working as a River Guide in the summer and running cross country and track. My grandfather is also a Penn graduate.

Sorry for being long-winded but what, if any, are my chances of getting into Penn?
What could I do to improve them?

Also what are my chances of transferring from something like university of washington or san fran university after my freshman year?

What’s your class rank? Also, legacy will be a big benefit only if you apply ED. It’s possible so it’s worth a shot.
