My grandfather attended columbia as an undergraduate and my father went there for graduate school.

Am I considered a legacy?
What significance does that play in admissions? (How will it affect my chances there)

You should visit Columbia, have your dad donate 50k, that will definitely show Columbia you are serious. Apply ED?

Unfortunately you will not be considered a legacy. You would need it to be the other way around and have a parent who had attended undergrad. From the Columbia web site:

Please note: applicants are considered to be “legacies” of Columbia only if they are the children of Columbia College or the Fu Foundation School of Engineering and Applied Science graduates.

Now if either the grandparent or parent has donated significant money, it would make you a development candidate which is a much bigger hook.
