Lessons learned: Want to Transfer Successfully this time

Hello All!
I'm a rising sophomore political science major at a top 125 University and I failed to transfer this year after having one of the best academic years of my life. I would like to consider myself as a college success story in the making as I have overcome a lot of bad habits and attitudes towards academics. I know I speak to a lot of unsuccessful transfers when I say that the decisions were a bit bitter sweet. It sucks to get rejected but there's also a silver lining in that most schools don't look at standardized test scores after sophomore year, so there's definitely hope for the future. I speak to you all with a glass half full mentality and my hope is that I can get a good dialogue going and get some burning questions answered.

Firstly, I'll let you guys in on some of my stats and whatnot:
College GPA: 3.7
College ECs: Great: Student government, tons of volunteering, Public Policy research
GPA: 86
ACT: Extremely Bad Low 20s

I'm looking for schools that embody these qualities:
-Great financial aid for transfers
-Doesn't require ACTs after 30 credits
-Guaranteed transfer housing
-Great intellectually stimulating environment
-Spring or Fall??
-Great Public Policy/Government program

While I would love to get a nice preliminary list going, I would also like this to be a discussion for students that are looking to attempt to transfer for the second time. Thanks guys!
