Letters of Recommendation

What is the best way to go about getting letters of recommendation from teachers? For example, should you ask the teacher who's class you breezed through? The one who's class you didn't participate much in (i.e. answering questions) but put forth insane effort in all other areas and did very well? The teacher who you asked tons of questions, went for extra help, and showed you care, even if you may have gotten a B? Basically what I'm asking is how to tell which teacher will most likely write the best letter to highlight both talent and character. All opinions and personal experiences welcome!

This one because you had a more personal connection with the teacher. Choose the teacher who you feel knows you the best (and views you in a positive light). If you had a teacher for sophomore and junior years of high school, then that teacher might know you the best. If you had a teacher for half a year junior year but it was a small class and you communicated with the teacher a lot and participated in the class as much as possible, then that teacher might know you the best.
