I want to know which universities have partnerships with LACs for either 3/2 or 4/1 engineering programs.
So far i’ve heard of Columbia, Penn, and Caltech offering these programs.
Are there any more of which i do not know about?

Yes, but it’s a huge list, with over 200+ schools that offer 3/2 programs. It’s better to check out what a specific LAC offers. Or, you can google info on the engineering school, and see what 3-2 agreements it may have in place with LAC’s. Examples of other engineering schools that participate would include Georgia Tech and UF.
Here are links to some other dual degree programs:
•Dartmouth College engineering dual degree program

•Georgia Tech University dual degree program

•Penn State dual degree program

•Rensselaer Polytechnic Institute 3-2 program

Completion of 3+2 programs by transfer to the school with engineering seems uncommon.

Note also that admission to the “2” school may not happen and financial aid at the “2” school may be insufficient. You will not know at the beginning when you start at the “3” school.
