Are there any LACs with a journalism major or English major with a journalism focus?
Washington & Lee for sure. They are strong in fact. One of the best in the country.
Then you can look at Niche - and find the others. You may need to delve deeper as this is communications.
They also show Scripps and Pomona. But I’d ask what level of student are you. Those are elite schools. I’m sure they’re out there though.

I don’t think Emerson is a LAC.
Run the NPC on Emerson, it’s terrible with financial aid. (Also, not sure it’s a LAC, more like small urban university, like Cooper Union, but OP may have used LAC as shorthand for small).
Run the NPC on every college and look for the CDS for the top 25% threshold: you need to be well within that top 25% to have a shot at any merit. Colleges like Denison that “meet need” will require you to have very good stats but financial aid will depend on parents’ income. Finally, some colleges mix need based and merit aid.
Colgate doesn’t offer a journalism major or focus but The Colgate Maroon-News is the oldest college weekly newspaper in the country. I would think there would be a lot of experience to gain by working on that, regardless of the actual major.

Some of these I knew about, but it seems very difficult (maybe impossible?) to find an English major at a liberal arts college with a strong showing in journalism. I see media and communications. I appreciate these ideas!
Knox is well-known for writing. You can major in the traditional English major, but also in Creative writing/minor in playwriting, and they do have a journalism minor you can associate with any major.
The Claremont Colleges all have journalism-friendly majors (well, except Harvey Mudd), and a top-notch consortium-wide student newspaper that has launched some great careers. (One of their recent grads works at the NYT now, and another just landed a WSJ internship.) Scripps launched a Writing and Rhetoric major in 2018, to accommodate students who want to focus on journalism and other non-fiction writing. There’s also a consortium-wide Media Studies major. CMC has an undergraduate fellowship program specifically for international journalism, if that’s of interest.
