Answer: error in in c- to do so.

Any explanations?

The sentence should have “to be so” in place of “to do so.” Something that is and continues, continues to be not to do.

I second @CHD2013 - being political stable and economically robust is a description of a thing, not an action that something is doing, and therefore the country will continue being so, not doing so.
