Living off-campus before 18

So I am a 17-years old international student, got accepted to a U in Pennsylvania, and I wanna live off campus. I am going to b on a VERY tight budget, so I really can't afford their mad expensive room n board costs.
On the website, it says it's mandatory for freshmen to live on campus, but I have a friend who's always lived off-campus. She was 18 when she enrolled, though. And she was Jewish. She kind of used the excuse that she has to live on kosher food..
But it proves there could be some loop holes.
Anyway, my question is: in the US, can 17-year olds rent their own rooms/live off-campus??

Not unless you have your parent there to sign the rent forms for you. You have to be 18 in order to sign any authorizing form here in the US.

I do have an international friend who was 17 when she came over (without parents, to go to college) and she lives in an appartment, I think she faxed the papers back and forth between her parents and her so it is possiable
