Freshmen living off-campus

So I am a 17-years old international student, and I wanna live off campus. I am going to b on a VERY tight budget, so I really can't afford the expensive room n board costs.
On the website, it says it's mandatory for freshmen to live on campus, but I have a friend who's always lived off-campus. She was 18 when she enrolled, though. And she was Jewish. She kind of used the excuse that she has to live on kosher food..
But it proves there could be some loop holes.
Anyway, my question is: in the US, can 17-year olds rent their own rooms/live off-campus??

If you’re planning to live by yourself, you’ll find that the costs of a one-bedroom apartment (with all of the utilities and internet) will rival that of the dorms. Since you won’t know anyone else and I’d guess that most landlords won’t want to rent to freshmen who are international students (you’d need your parents’ signatures on EVERYTHING as a minor, not to mention that they’d have to co-sign), it will be difficult to find a place. Sometimes people fake commuting from their parents’ home in order to get out of housing, but it’s rare and you can get caught. I would just suck it up 9 months and then go find a cheap place with friends.
