<p>loa's are based on your academic record, as well the additional info submitted with your application, minus the Dodmerb and nomination issues which may remain pending.....the appointment letter following the LOA will be dependent on the satisfactory clearance by DodMERB and the required nomination.</p>
<p>As for stats, the best sourse for numbers is the USNA Admissions site, which posts a profile for the most recent admission class (2010 is posted)...
at least it gives you a ballpark idea of where most admitted candidates fall- best of luck!</p>

If you're dq'd but waiverable, it's up to the admin board to give you waiver. If you have LOA, admin board will not give-up your slot this early in the process. Make it happen :D</p>
