Low GPA but high ACT score?

Hey guys, so I was a slacker until this year. I managed to pull off a 92 for last 2 quarters (Something around a 87-88 for the year.) I just got my ACT score back, and to my surprise I received a 29 composite score with an hour of studying. I expect to have a 3.3GPA (87/100) when I begin to apply. I have had a very rigorous course load (Honors my entire high school career, 2 AP's this year and 2 next year with a non AP college course and possibly 1 honors course).

Will having a lower GPA but a higher ACT score look bad on my transcript? I have been told it makes me look like a smart but lazy student. Also, if my grades rise 2nd half of junior year and senior year, could this lessen the impact, if any? Thanks.

Uh, yes. If you apply yourself you can probably increase your chances of getting into more select colleges.
