UT Austin is probably a lot harder to get merit scholarships at, and (unlike some others) does not include non-resident tuition waivers as readily.

You can Google for that information. The number of scholarships to internationals, and average amounts, are shown in the CDS section H6. College online Net Price Calculators sometimes show merit award estimates, too.
For Texas A&M scholarships, you can check here: https://scholarships.tamu.edu/FRESHMEN/Available-Scholarships . Note carefully which ones include non-resident tuition waivers, which can make an otherwise small scholarship fairly large, possibly bringing the cost down to your affordability range. Be sure to find out if international students are eligible for each type of scholarship (ask directly if the web site does not say).
