Low GPA but ok SAT - Learning Challenges

I know these forums, at least what i have read, talk about the more competitive colleges however I know my child will not get into any of them based on his learning challenges and low GPA nor do we want him to. He currently has an average cumulative of 78 - goes to a college prep school, has a 1320 sat (old) and 900 (new). we hope to take the new one again in November.

Hard to find schools with a high enrollment of students that will take kids with a 2.3/2.4 gpa and average SATs. looking for mid-atlantic, Virgnia/west virginia/ohio

any suggestions?
