Low GPA, High SATs/ACTs. U of Rochester, Juniata, SUNY ESF, UMBC, others, please help

Stats:

GPA: 3.43 cumulative

SATs:
M: 650
CR: 690
W: 620, E: 8
This was my first time taking them. I plan to retake them in October and my goal is 2250+ and I am very confident that I can reach it. Also taking SAT Subject Tests (Math 2 and Bio) and I'm sure I can score a 750+ on them.

ACTs
M: 27
R: 32
E: 35
S: 24
Composite: 30
First time taking them, retaking in September, goal is 33+, I'm positive I can get it.

I think my class rank is top 37% out of roughly 480 students.
Notable classes include:
Honors bio (freshman)
Honors english (freshman)
AP Environmental Science
Physics (regular college prep physics, but i'm mentioning it because its optional and you only need 3 science courses to graduate and my school, and i plan on taking 2 other science courses next year, so I'll have 6)
AP Macroeconomics

My only elective worth mentioning is ENACT - Environmental Action. It involves me and 2 friends taking out the recycling bins in the entire school by ourselves once a week, and I love it.
I live in pennsylvania.

I want to major in environmental science

Is this a good list? Do I have enough (any???) safeties?

University of Rochester
University of Maryland - Baltimore County
Juniata
SUNY-ESF
Virginia Tech
Florida Tech
University of Delaware
RIT
Ithaca

Any other places you can recommend?
Thanks

[Environmental Science Program at SUNY Plattsburgh](http://www.plattsburgh.edu/academics/envsci/)

Check out SUNY-Plattsburgh. They have a well established Environmental Science program.
It would be a solid safety.

Hmm. thanks. Anything on the list I already have?

Anybody? :/

I hear that ITT tech is pretty good.

Thanks, ■■■■■. :)
