When applying, does it matter what major I choose?

I’m not insanely smart, so it’s not like I would have a shoe in. but I was wondering if I put a major like Business (which is what I want to major in) would it hinder my chances at getting accepted? I thought that it didn’t matter cause I would declare my major like my sophomore year? Cause I know it’s a major that is super impacted. I want to major in international business or international relations.
I’m wondering if it’s a better idea to apply with a major that isn’t impacted and once I’m there transfer to a different major.
Cal states: long beach, Fullerton, San Diego, San Fran, San Jose, and cal poly slo
UC: riverside, Santa Cruz
Private: Seattle, gonzaga, DePaul, Loyola Marymount, Chapman, USD

It can be very difficult to transfer into an impacted major once you’ve already been selected for a major. It’s probably more difficult to transfer majors than it is to be admitted into a major.
