For an international undergrad not major in music, how can he get into master program in music performance? Thanks.

Every school has a website with a section about graduate school applications, requirements and criteria. The requirements vary significantly by school, instrument, program, degree (MM, MA, MFA). Some MM programs do require the applicant to have majored in music as an undergraduate. Some students get a second bachelor’s degree instead of going to graduate school. I’ve noticed that many schools require international students to be able to show financial capability. Some require that you take a GRE.
As said above, go the website and do the research. Most will require TOEFL scores as well.

My S went to audition and was admitted during his sophomore year. Will it hurt if he re-apply the same school?
Very unlikely that it would hurt. It might possibly help if they remember him positively.
Agreed. I see no issue. Plenty of people audition and have to turn schools/programs down for their own personal reasons. That is understood.
