From what I’ve seen during my research into university programs, it is possible to apply into Master’s in CS/Eng if you have a Bachelors degree other than in those two fields. There are however certain courses that you need to have taken/need to take before you actually start your Master’s degree work. So universities will look at what courses you’ve taken and if you are missing certain core courses, they will want you to take them as a pre-graduate degree program. I have seen that they will let you take those courses at that school if admitted. Usually schools list the procedure for applying as a non-CS/Eng major in their program website.

I can’t speak about the Master’s in Information technology since I’m not really familiar with it. I am guessing it would be easier to apply to it since you already have an undergrad in that program. And btw, I’m applying to Master’s in CS programs with Bachelor’s in Eng and Masters in Eng.
