I think College of NJ and Towson University in Maryland could be likelies. Both are known for the strength of their education major.

I also thought it meet the requirements. It is a great school and there is merit and I really thought the faculty and staff really cared about the students
What about Scranton? I think your D will be admitted to many on the list but as you asked for a safety option, that is one that I did not see mentioned.
Also maybe West Chester?
A few people mentioned Salisbury - it should definitely be given a look. Psychology is a big major there, and they have a very highly regarded Education school. Not in a tiny town, though you’ll go through a lot of farm fields on the way there (!), and close to Ocean City. Two hours from Philly on a good traffic day.
If you do check it out, check out the Honors Program. And don’t be fooled by average stats - Salisbury was the number one producer of Fulbright scholars of any MA level university in the US last year. They do a great job of working with students to maximize their talents.
U hartford has a graduate psych program, so undergrad psych is pretty good there. They would give a ton of merit money for a student like her.
