SAT I (Math) and Math I is the same ? [sorry for ask stupid question because i'm not American]

Essentially, yes. They test the same material:

[ul][]Number and Operations
[]Algebra and Functions
[]Geometry and Measurement (plane euclidean, coordinate, three dimensional, and trigonometry)
[]Data Analysis, Statistics and Probability[/ul]

There is some material in the subject test level 1 not on the regular SAT math.

complex numbers
symmetry of functions
functions of functions
trigonometry (3-4 questions)
(no 3-d geometry by the way)
more solids (cones, pyramids, spheres)

If a student did not do great on the SAT Reasoning math, would you take the Math 1 subject test or avoid taking either of the Math SAT II's?
Seems like colleges would want a math sat II of some level....

Many colleges + universities do require subject tests (often two), although some let you substitute the ACT for subject tests. But which subjects are required will depend on the school, your intended major, etc. Math 1 or 2 is a common requirement for engineering, science, or other technical major. For example, see:

Ivy West: SAT Subject Tests Requirements

Sometimes, people that don't do all that well on regular SAT math but do fine on the SAT IIs level 1, the two tests are somewhat different.
