Besides the residential dining halls, where else can you use your meal points? Are there any quick-service restaurants, etc.?

golden bear cafe, ramonas, pat browns + foothill dc, clark kerr dc, crossroads, unit 3
you can buy grab-and-go items from gbc, ramonas, pat browns

There's also BearMarket, which is a mini grocery selling pretty much everything from batteries to condoms (heh) to cereal to milk to frozen dinners to ice cream.
And like riyam said, there's campus cafes where you can get premade sandwiches and bento boxes and sushi, as well as drinks and snacks. You can also get made to order sandwiches, and at the Golden Bear Cafe, you can also get burgers, fries, chicken strips, etc.

exactly. But as far as "Restaurants" that accept points...not really. Some do, however, accept the cal 1 card, which is basically a debit account assigned with your ID Card. Can come in handy!

So, how much money do you suggest for incoming freshmen to put on their cards if they plan to eat on campus?

really, none. i don't use the debit system except for laundry.

if you eat on campus you just use the meal points, which is different than the card debit account. You can put as much or as little as you want...you don't really need it, it's more a luxury. Like riyam said, it can be used for the res halls laundry rooms, vending machines, etc.
