As a US citizen, you qualify for a federal loan, on your own, of $5500 for freshman year. Because you are a US citizen, you can fill out the FAFSA for federal aid. That is not the same as aid from the state. You’ve said you probably don’t qualify for federal aid, so Pell is probably out.
