What type of merit would be awarded with a 30 ACT and GPA, 4.05 (Weighted)/3.88 (Unweighted)? She has excelled in her extra curricular activities. My daughter is also looking at Santa Clara, Chapman, and others to attend in fall 2016. She lives in Colorado.
Very little relative to out of state tuition. My Kid had stats a bit higher than you quote and only got $2K from CP (OOS too). Best option is to look for private scholarships to bring with her or apply for department scholarships in later years when at CP. Don’t count on CP providing much in other words…

Cal States in general give very little merit aid to students even in-state. Agree with @swimdogmom look to privates.
I’d agree, very little. They don’t have it to give and for the hot majors, people are beating down the door to get in. With that said Poly out of state is a good deal, especially for their top level engineering programs. Full tuition at Poly over 4.5 years is about the same as 4 years at any private WITH $80k of merit aid.
@ccooke925, BTW, with what I know about both Santa Clara and Chapman, CP with no merit aid will likely be cheaper that either of them with the merit she’ll get. Where else is she looking and what does she want to major in?
