Mid-year report, school counselor and records?

Hello everyone,
can anybody give me some advice about my application?
I have like 1000 questions (I think that's normal) but generally speaking I think I didn't get the meaning of many parts of the common application.
(I'm an international student).
1) my school doesn't give us any mid-year report. What we get is a stupid sheet we can also burn at once. No official stuff at all. How/What am I supposed to send in this case?
2) my school system doesn't have a "school counselor" or anything similar. We have a headmaster who's at school 10 days a year and has no idea whatever who we are. How am I supposed to get a school record or transcript of my academic results from him? (I can get that from my teachers but that's it)
3) Almost every college I'm going to apply to requests "official records issued by my school". At the end of my senior year I'm going to get a certificate that states my academic results, that's it. What do I have to do? Send copies of it? Send translated copies of it? I don't get it...
4) Some colleges require school transcripts of at least my last 3 years of high school. No way I can get to have them. At most I might get the school trasncript of last year, that's it again.
5) Some colleges require the school itself to send scores and transcripts. It's out of question here, our school would never do something like this. The whole system is different. They don't even speak english!

Now I know the stuff I've written is totally boring but can any of you find the patience to help me?
I think I'm at a disadvantage when compared with other students but I don't really think it's my fault.
Now should I send an incomplete application? Please someone help me.
