Money for National Scholars?

So I'm a national achievement Semi-finalist and I find out my status in about two weeks but I have to decide upon a college by February 15th SO i kind of need to know how much money I'm getting from each school PRONTO.
UF sent me a letter stating that upon learning of my finalist status i will receive $4000 a year plus an annual waiver for the non-resident portion of my tuition (I'm OOS). so does that mean they're paying for my non-resident tuition or only paying up until the price reaches in state tuition?
Does anyone (Merit or achievement) have experience with this?

Thanks in advance

I believe they mean they will pay for the difference between instate and OOS tuition. Since they are saying $4000/year they are pretty much giving you around 80% tuition. Instate is currently a little over $5000/year. So… that offer is not bad at all. They are pretty much saying you can pay what a typical UF instate student would pay, which is room and board + a little tuition.

Thanks so much AlvinUF;
If what you said is correct, I’d have to pay around 15000 a year so I’m not sure if this is as much of a “value” as I thought but I am still incredibly grateful for this opportunity.
