There is no in-state "quota." However, it has never been a secret that it is slightly easier to get in from in-state than from out-of-state. This is because when James B. Duke gave the $40 million gift in 1924, he put in the charter that the school was to serve the people of the Carolinas. I'm not sure if this extends to South Carolina or not. Typically, around 15% from each class are from North Carolina. Also, around 15% are children of alumni, so that leaves only 70% as out-of-state non-legacies ;) Legacies have around a 50% acceptance rate.

They told us at the info session that they would lose their charter if they didn't keep the undergrad population 15% from the Carolinas or something like that.

Its a record year for college applications this year for the country as a whole as well. It because a lot of babies were born in 1989-1990 area that is feeding this years applicants. (its actually a peak I believe so I expect numbers to go down next year)

random classes in 2009 got Ipods..my son happened to enroll in one...he had to do assignments with it though...and teachers had to compete with proposals to get them
as a parent, I have to smile at his getting a "free Ipod" with what we are paying annually.

At least they were free...nowadays you can either rent one for the semester or (like a lot of people) buy one for a heavily discounted price of $100

No, they got rid of the buying one for $100 thing. They realized that everyone already has one. If you actually don't have one then you can borrow one for the semester.
