I don’t think I’ll be able to get into a tier 1-2 online MBA program with my concentration due to my gmat scores but there’s a tier 3 out of state that offers it. There’s also a tier 2 school in state that offers a MS and has a more recognizable name. Does anyone know which would probably be the better option? In regards to roi? And placing myself in a better position professionally?
Why do you think you need one of these degrees now? Why not just keep working another year or so? This would give you time to verify which degree is the most useful in your particular job market, and time to better prepare for, and then re-take the GMAT.

I’ve seen evidence that many lower-tier MBA programs don’t actually boost your income potential by much, and they tend to be very expensive anyway. I’d be especially wary in the case of online MBA programs. If the MS is in the same field, it may do you better if it’s more reputable in your area/the area you want to find work.
But I agree with happymomof1 - the correct answer may be “neither,” and it may be a better return on investment for you to keep working, figure out which degree would be better and maybe retake the GMAT to get a higher score.
Also, what are your career goals? Is the MS somehow also in business?
The only real reason to do one of those low tier programs is to check a box in order to receiver a raise/promotion.
