Just got the news that I was not accepted for the weekend, is it a safe assumption that I don't have a great chance at being admitted?

I wouldn’t assume that. There are a number of reasons why you may not have been accepted. This includes not qualifying for what they consider an underrepresented minority, the number of applicants, the amount it would cost to fund you to attend (perhaps if you’re farther away, it may cost the same for them to invite two applicants who are closer to Claremont), etc. Also, the MSAP application provides only a limited amount of information that would be in your full application, and those other factors might have an important influence on your admissions decision. You can try calling Pomona and finding out the reasons why you were not accepted, and perhaps it might be something you can change before you submit your real application.

Pomona gets ton of highly qualified people applying for the weekend and only has room for 20 due to budgeting and such, so it may very well be that- you got rejected even though they want you to apply because they couldn’t cover your expense.

The admissions committee is different from the recruiting committee. Most of the people who get into the Weekend actually end up rejected because of this very reason. You shouldn’t be confident if you get in, you shouldn’t lose hope if you don’t.

My D applies for several such weekends, and was only accepted to one - the one which is the biggest reach of all of them. Given the number of students applying to these weekends, I wouldn’t read anything into either being accepted or rejected. They don’t have enough space to host everyone they would like. I wouldn’t be surprised if they pick and choose based on a variety of factors - which students do they really want, who have the stats to go elsewhere, that they want to recruit? which students are less likely to be able visit any other way?
