MSU to USC - chances?

I am currently a sophomore at MSU and I am looking to transfer to USC. I made some bad decisions, and first semester at MSU I got a gpa of like 2.9. Its up to 3.1 now, and I am planning on getting it up to a 3.5, 3.6 by the end of this year. But since I'll be applying soon, will USC look at just my first semester grades this year?

The thing is, my ACT was 29, and I scored in the 1400s on my SAT. I come from a wealthy family, so I don't need financial aid. I am also a British citizen, and only recently became a US citizen. I am active in volunteering here at MSU, and have volunteered at a school, hospital and year round work for a domestic violence shelter. I will be applying as a pre-med major. I feel like I have totally messed up my chances because of my gpa. Should i retake the ACT to get into the 30s? What can help my chances? I originally applied out of high school and got wait listed, and never got in. I don't want to give up, but i feel like its hopeless. I need to get out of Michigan. MSU is a great school, but it was my safety and I like to live in a city.

Can anyone think of any other schools that would be a fit for me?
Anything I can do to get into USC, i will do. I will get my grades up for sure though.

Thanks

If you will have completed at least 30 units of college work, your admission will be based primarily on that work. Your high school GPA and SAT scores would not be considered.

USC does not "waitlist" for undergrad applicants. They do defer admissions for spring. Maybe that's what you meant(?) I'd be interested to hear if anyone else was officially "waitlisted". Never heard it before on these boards over the last several years.

There is no set GPA you need for transfer admission, but you sound motivated and that always helps your chances. Write a good personal statement and go for it.

Good luck!

If you're transferring, you don't need SAT/ACT scores.

yea, i think i meant i was deferred. Anyway, the point was i didnt get in. So my gpa pretty much determines my admission? i know they say it doesnt, but dont sugarcoat it, i mean how much to personal statements and like ec really count? please be honest. i would like to know my percentage chance of actually getting in. thanks for your responses.
