I wouldn’t be so sure that you can’t.
I’ve seen threads with people talking about being shortlisted for 3 different merit scholarships to USC.
I was accepted a week or two ago & shortlisted for the Presidential Scholarship.
Does anyone know how likely negotiation on this is? I would need as close to full tuition as possible to actually go.

You cannot negotiate merit aid. At BU you cannot stack BU merit scholarships. Outside scholarships may be different.
